Clearly, at this time (J2.5 or J3), it was less user friendly.

All i can say about odni.gov and dni.gov is that they are using Joomla 3 (which is EOL) and the latest version is 5.3.
So, maybe they are migrating from J3 to J5 (which could explain the maintenance page, as they also need to update their server).
