Sure maybe for longer, fairly complicated things, although for that we also have After Effects + Lottie. But @keyframes is actually much more poweful than it seems at first.

Much as I love JS, so much animation can and should be done with pure CSS + SVG, rather than dumping yet more JS client-side at the expense of users, for the convenience of devs that don’t want to learn the former properly.
