It's probably as simple as fewer potential employees in the applicant pool would result in needing to pay hirer wages. He just wants to keep people broke and desperate.

While claiming migrants started the fire, the water he released from the dam will put it out, and it isn't really fire at all, and if it was it isn't bad because fire is such a beautiful word, have you ever heard it, fire. Most people have never heard it.
