Yes and no. I think it's more of a backwards compatibility & nostalgia factor thing, but in the "how do I get data from one place to another" it's subject to the physical limitations of a plastic frisbee.
(But fundamentally, like the real issue is art standards like album and movie length)

I'll say that the new HD TNG is more annoying than SD TNG in this setup for one reason: there's no 4k 4:3 configuration, so HD TNG has built in pillar bars, and on a 4:3 TV that's just a zoom.

Okay had to "rename it" so Plex could pick it up (I should really get Lower Decks on Bluray) but after copying it over I got it to work!
I think it's a bit of a Roku/Plex annoyance that CC are in Plex under the CC settings (next to audio and video quality) but the * button doesn't do that menu

Opening Up Handbrake, the default preset doesn't have them. However, if you go to Clear and then Tracks - Add All Remaining Tracks, it adds it as "2 English [UTF-8]" which I can see in VLC player (It's specifically that one since you can see the little 16th note icons)

So as a follow up I tried ripping that DS9 disc again, (and also here's the Plex CC options on Roku)
In MakeMKV it specifically mentions Closed Captions! So I think the conversion process from DVD to MKV is fine.

Completely agree. The whole reason the West/Mountain West is different is because you can actually see cool stuff in the distance other than just flat farmland.

Just tried it using my Plex server, Roku and vintage CRT setup, and it looks like that data got stripped out by the handbrake/MakeMKV Plex offers a button for CC but shows no tracks. (And these are original DS9 DVDs)

It should basically be like the Octavia options, and from what I'm seeing it's just her (removable anyways, since there's some screenshots without it) spider chest armor piece, and the extra legs in the Archwing spot.
