You won't find the word contempt in the constitution, but you will find that Congress regulates the courts in the sense of deciding which courts there are, how many.
I'm not at all sure that this would be held to violate the constitution, even though it would emasculate the courts.

No, that's not how Bonds work. The plaintiffs would have to file a bond and for national matters that involve billions of dollars the cost would be prohibitive.
This is just the latest anti-accountability move by the Trumpublicans.
