I think community initiatives are great, and litter picks and community gardening have long been a mainstay of community cohesion. The issue here is that those initiatives are done by volunteers and modern society has disincentivised many people from participating in this way...

Graffiti cleaning is part of their aim of targeting decline "bottom-up"; their policy work (eg their Infrastructure Bill work) is the "top-down" equivalent. Interesting to see what happens next...
