Strictly speaking, you're meant to cut the power, replace all the units, and then turn it back on, even if they're plug and play (which mine are). I'm paranoid about electrocuting myself, so I follow the book closely.

I don't think the law or policy should pre-judge what counts as a stunt, but if we want to set standards, say with having different agents, then that's entirely reasonable. But with a $500 deposit, you could still get clogging, but it would be people with means.

Why should there be any financial threshold? No one needs to financially justify to the state why they want to run. To get a tax break? Sure. That's spending public money. But to run? Bar should be as low as possible.
