Who exactly is the establishment?
When all plots are sold on a private estate the management company gets transferred to the residents. The directors as chosen by the residents then manage the estate.
They can choose what happens on the estate as long as it complies with the law and TP1.

The parking restrictions put on private estates are usually at the request of residents due to dangerous or disruptive parking.
This includes parking on both sides of the road, impeding traffic and emergency vehicles. Or blocking pavements which puts pedestrians in the roadway.
