Why is incarceration necessary after deportation, especially since few if any deportees have been convicted of crimes? Is cruelty, the terror, the brutality the point? This is the closest Trump can get to actually shooting someone on Fifth Avenue.

The downside of receiving government money--or nonprofit status--is the risk it will be leveraged to force compliance. Usually the public benefits but when bad actors are in charge the leverage becomes, "Nice organization you've got there...." Trump learned that at Roy Cohn's knee.
