That would be illegal under the pension regs. Pay is determined collectively under national agreements. Unison will have a field day.

Council pensions are defined benefit and the employer takes up the slack. Much better than private sector defined contributions. Many people accepted lower pay for a better pension.

They can't change the scheme as it is covered by statute and is country wide. There are just individual county councils who administer the scheme. Nor can they avoid the consequences of a triennial review.

They have no powers to do this and would need government legislation to enact changes. Then they would still have to comply with the legislation. Failure to do so would lead to direct management by Whitehall.

I believe some reform donor is paying. What I don't follow is how this can meet gdpr and data protection requirements. These people are a bunch of unknowns with no statutory footing.

Yep. Install solar panels to reduce costs. Install a heat pump to replace an ageing system and save money.
