Council pensions are defined benefit and the employer takes up the slack. Much better than private sector defined contributions.
Many people accepted lower pay for a better pension.

They can't change the scheme as it is covered by statute and is country wide. There are just individual county councils who administer the scheme.
Nor can they avoid the consequences of a triennial review.

They have no powers to do this and would need government legislation to enact changes. Then they would still have to comply with the legislation.
Failure to do so would lead to direct management by Whitehall.
