One byproduct of the decline of print journalism is that many reporters have migrated to public-sector communications. Since local governments can't count on independent reporters to get information out, they've also had to step up their investments. It's not ideal, but it works.

Yep, in addition to codified law, there's pretty extensive case law as well. You really can't restrict them much beyond the needs of public safety. www.justice.gov/crt/religiou...
