Actually no. What I would expect is for the party who claims to champion the causes of the people to win time after time. For two parties to share power for nearly the same amount of time going back and forth kinda sounds like the two parties are more interested in preservation than popularity.

Our Medicaid program is meant to provide coverage to low income people, but there are still income and other restrictions in place and states can have different rules, because it works in conjunction with their programs. As a result, tens of millions of poor people still do not have healthcare.
