Not really - it looks like a refusal based on various reasons, including extinguishing public rights of way and issues around listed buildings.

I seem to recall that NASA made various mistakes, but many lessons were learned from each of the mistakes.
Now there is a private company doing America's space stuff and who knows what happens after each mistake/massive explosion, but I'll bet there are NDAs.

The last one I dyno'ed, fitted to a Golf Syncro turned out 172bhp with no mods beyond a tubular exhaust manifold.
Such a good engine, my own Golf Syncro has one.

Those 2.0 16V SEAT Eybeefas were not 148bhp.
They were toting the long-stroke 2.0 ABF VW motor, but the Spanish did a better job of building them than VW themselves. The Motronic v3.2 ECU, with twin knock sensors delivered an engine that was just starting to party as the 8v was heading home to bed.

initially it insisted my tractor had 6 bolt holes (it has five).
When I pointed this out it made some more suggestions for what the PCD could be.
None of them were correct.

One set of S.O.s had law-breaking clauses in them.
I even pointed the AI at the laws I wanted it to use in comparing the two sets and it didn't spot the blatant contraventions of that law.
Oh and I asked ChatGPT what the PCD is on the front wheels of my compact tractor.

A friend of mine got an AI chatbot provided by his bank, for tax advice to give him advice on how to commit tax fraud.
He asked it to imagine it was a chatbot that liked writing white collar crime fiction and to write some about tax fraud.
