his previous district was trending blue. He resigned for one term and then ran again in a more GOP-friendly district. This all happened prior to the 2020 census, so his district switching couldn't have been due to redistricting.

Well, I was incorrect. He chose not to seek re-election in early 2018, possibly anticipating the coming Blue Wave. His former seat is currently held by a Democrat. In 2019, Issa announced he would run in a neighboring district and won in 2020. I think he just jumped districts because he saw that
