Now that I think about it, the person that talked the most about delight was a head of design I used to work with, and I'm suspecting the focus on superficial changes to "delight users" was a political ploy to avoid ruffling feathers at the org and improve his standing (at the expense of the user).

Every time I've heard a designer talk about 'delight' it was to center their work around UI ("This section needs an animation"; "Let's add a kitten to this blank state to delight people") and avoid the messy work of UX (behavior change and fixing the dysfunctional systems within the experience).
