North was one of the fall guys for that administration. Yes, he was part of it and completely guilty, but so were A LOT of others in the administration, including Robert MacFarlane, Caspar Weinberger and John Poindexter. All pardoned by Bush senior. Corruption in the GOP is not new with Donnie.
