I figured in a dire time such as Teridax's takeover, Artakha would learn of the Toa's ejection being the universal observer he is, and he would use all the Kanohi energy he could to conjure Okoto as a temporary oasis which would disappear after the Toa regained their memories.

Many years ago I made a similar headcanon; that Okoto was created by Artakha to save the Toa Nuva after getting ejected from the GSR and being mind-wiped by Teridax after his takeover. By giving them a familiar environment they were able to recover their memories and return to the GSR.
