This is absolutely true and a big part of it is that we don't have good conceptual language to discuss stuff that's both good and insufficient at the same time (notable example the IRA)

The problem is in no small part time lag. It's been only three years since the IRA passed. That's simply not enough time for people to feel the impacts of industrial policy.
