They're not willing because they don't believe they have the power is my guess, and in one respect they're right. But in the more important - and public - sense, they could have the power, if they choose to marshal it.

We are prevented from bringing *anything* to commencement ceremonies. Our main one is outside and it might rain tonight. No umbrellas allowed.
