Literally billions of doses of these vaccines have been delivered globally, saving millions of lives. The risk profile of these vaccines is extremely well understood and extremely good. Whereas people at lower risk of severe outcomes from COVID-19 can still be severely damaged by it.

The (very low but statistically significant) risk of serious side-effects in some of the conventional protein-based vaccines may warrant this approach, e.g. for Novavax or ChAdOx1 (the Oxford/Astrazenica) vaccine. But wilfully limiting access to the incredibly effective mRNA vaccines would be nuts.
