So maybe we will hear more of this Telegraph argument - citing an earlier poll - that maybe the real problem with a youth mobility exchange is that it might increase emigration.

Yes, and remarkably ham radio took up the slack. Lots of comms picked up by ham radio operators in S France who passed on news from blacked out Egypt.

If you can control the means of communication you can always use the threat of turning it off if you don't get what you want.
𝘛𝘩𝘪𝘴 is why monopolies are frowned upon.
I watched whole 𝘤𝘰𝘶𝘯𝘵𝘳𝘪𝘦𝘴 switch off the internet and even phone networks during the Arab Spring.
