4 is mainly about healthcare dollars- the feds provide funding to the provinces for healthcare through the CHT, the CHT money goes into the provinces' general revenues, and they have the flexibility to decide how to use it. Some provinces shortchange healthcare as much as they can (Alberta)

Cuts to education at all levels means that it'll be generations before the US is a leader in sciences again. Meanwhile other nations are building and attracting the scientists and teachers you've cut funding for. American brain drain is the rest of the world's gain.
