University professional services staff member here, too! There's so much that's just skimmed over or hugely simplified in this article that I don't know where to start! One example: many of these 'tedious' admin functions are necessary due to external regulatory requirements...

Agreed! The house next door to me has been empty for over EIGHT YEARS. For at least the last five years I've sent countless emails to the local council (Empty Homes and Environmental Health Officers plus others), my MP, and the housing company who own a 25% share. All to no avail.
