The average shuttle bus can carry about 30 people on the high end. Assuming a city is trying to serve about 200,000 extra people, that's over 6,600 shuttle busses. No American city's infrastructure could handle it. They would all die of old age in traffic.

I shudder at the idea of NYC trying to absorb 1 million+ extra protestors. No way Manhattan could feed and lodge them all. They'd be stuck in the outer boroughs and suburbs as the public transit system fell over. One does not simply drive through Manhattan.
