No, it doesn’t by definition. Gerrymandering is the fitting of a district to a particular set of voter to prevent meaningful challenge. You cannot fit a district when no district exists for the entire state.

No, just because people think it costs more than it does. Several large unions were offered larger contracts, but shifting healthcare to them from the employers; the membership all rejected deals that would have put on balance more money into their pockets.
