Building in Unity, as it's always been my go-to and I've got about 6 years experience at this point.
You definitely should try to build your idea, so many beginner friendly tools now. Godot especially has a lot of friendly people in its community.

i also fixed spawning, so if you're not on a fresh world, you're spawned where you last were when you closed the game.

there's a bunch of hidden depth in this implementation that took a while: item-specific definable actions, context menu for seeing those actions, layer-specific raycasting so the target always appears on top of the water, line-renderer with staggered positioning to simulate sag.
