Body cam legislation - if the camera is off then by law the officer did whatever they're accused of.
Mandatory professional tele-liason - if an officer wants to intervene they have to have a psychologist in their ear commanding them.

Being blowouts indicated nothing. Re-watch the first half game 2, there were 14 bullshit calls. Both OKC bigs would have been in foul trouble if they'd been called. Instead, Nugs had to play very loose D to avoid fouls.
