You don't send 25 heavily-armed ICE agents to arrest two people at a popular restaurant in a heavily populated area and then, when the unarmed bystanders get upset, you toss two flashbangs at them, unless you're trying to terrorize them into compliance. Yes, terrorize. This is terrorism.
