guessing Qatar is also state owned, so therefore taxes are paid, unlike in Australia, where the ATO somehow just lets 'em do their creative accounting, and all good? Before we even do a PRRT, why not start with taxing companies for income first?

There isn't one. That's the whole point. Because the "solution" of "better community engagement" + "social license" is won by renewables from fossil fuel companies like Engie, the 5th largest LNG company globally who doesn't pay taxes. Not clean energy. That's going up shit creek without a paddle.
