Isn't it way better to find a solution, such that you aren't oppressed by the majority vote elected persons, but that the rule is more fluid, w.r.t. who you want to be your rulers??
Like, segmenting government in lawed zones that are dynamic and people can choose, then have grow by numeracy or smt.

And if so, is it being minority or being low SES group?

Wouldn't it be grand. If instead of being ruled by your enemies. Instead of decisions for all made by majority. The land was divided in support of those people wanted to see lead it. Then everyone could have the leaders they wanted. But in smaller lawed worlds.
Then military across the zones still.
