Cyberpunk that's cribbing from Blade Runner is very clearly wedded to the cultural and economic landscape of the 80s and it's thoughts on the future. Even non-BR-derived cyberpunk is a reflection of it's times, Metal Gear is blatantly a product of the 90s and later the GWOT.

And to be fair to them, the Death Star *is* the centerpiece of the imperial project as it stood in 1 BBY. Had it survived, it's easy to imagine that full-on rebellion dies off as the reality of a "we can blow up most any planet that causes trouble with one shot" machine sets in.
