Here's the issue: There is ultimately, no suitable solution to this that doesn't frustrate everyone. Look at New York City for the prime example. They flooded the subway system with police, made things miserable for everyone and STILL didn't crack fare evasion. It cost an absolute fortune too.

Damn it. Hadn't played my Fallout 4 install for...a while. I had successfully stopped Steam from auto-updating the "Next Gen" patch AGES ago. Tried to play Fallout 4 just now. It crashed and, after validating the files, STEAM has helpfully auto-downloaded the patch I didn't want. *sigh*
