We're long past something being amiss. The biggest thing that is amiss is that Parliament cannot spot what a huge and horrible precedent is being set by the state sponsored persecution of trans people.
Notice how they all carefully steered around mentioning trans kids.

They're keeping the means test. That's significant because it supplants
universalism. They could have paid it through the tax system. Wealthy pensioners would be taxed while benefits would flow to the less well off. Would have avoided the mountain of paperwork to apply. Would also be cheaper.

I would argue that data collection isn't benign. In some cases it is intrusive and not experienced equally. As Virginia Eubanks said "parenting while poor is parenting in public"
