Those locations are almost exclusively in the highest fire risk locations, places where none of the housing would be insurable. Those are the very worst locations for new housing.

How much notice did Metro get of the curfew? Did they get any guidance on any constraints to their service because of the curfew? At least they adjusted quickly. But did those imposing the curfew even consider the needs of those using transit, especially since so much transit is routed through DTLA?

It looks like Metro lines that operate through downtown are just running stub service versus at least running through downtown and not making some stops. So if you wanted to go from Pasadena to Long Beach on the A line during the curfew, you can't.
