I don't know how Newsom plans to do this. It's not as though the states collect the federal taxes & then pass them on to the federal government. Those taxes are paid directly to the federal government.
Until Newsom shows us a mechanism for doing this, it's all hot air.

My mother tended toward the over protective & controlling, but even I, once my chores were done, could disappear for the rest of the day w. no one knowing where or how far away I was. I often went to an abandoned quarry & watched the wildlife until late. Wonderful way to grow up.
