Trump doesn't care about success. He only cares about being perceived as successful. His desire to look successful prevented him from educating himself on trade, and he oversold the handshake agreement as a major win. It wasn't even close.

The reason ICE agents are covering their faces is that they know they are acting outside of the law. While Trump might pardon them from criminal charges, a civil trial is different. They are trying to prevent being identified and sued by their victims.
