Maybe a few do. But at least half do it when riding on road is perfectly safe, just laziness to avoid lights, longer route etc. Same laziness that we see in pavement parkers

I’ve never ridden a cargo bike, perhaps the big ones could use one. I think it’s a slippery slope though as the current rules might as well not exist. Big heavy fast bikes on crowded shared use paths are Bad News.

They are illegal in UK although that law is widely ignored and a blind eye turned. This leads to further illegal cycling as riders think there are no laws they need to stick to. Perhaps a vanishingly small number who do need a throttle but max assist, you barely have to put any pressure to go
