We had a scandal around foreign owned shops selling expired and counterfeit products, which led to health scares and a few kids dying.

Here's the thing about these laws. It's easy to find laws that the English and later Apartheid government had passed.

Yo, that ish started before Apartheid. For example, the Native Land Act was from 1915 if I'm not mistaken.
That resulted in displacement and ensuring that black people could not purchase land that was deemed to be for whites.
