Saint Louis (which is a municipality in Missouri) is geographically coterminous with Saint Louis City (which is a county in Missouri). This is similar to how the NYC borough of Manhattan (smaller than Manhattan KS by area btw) is the same geographically as the NYS county of New York.

As I write it is not a crime to be in the US without authorization. It is a civil offense similar to passing a bad check or parking infractions. It is incorrect in a technical/legal sense as well.
