I'm a bit disappointed with the welsh means 'foreigner' misconception making an appearance in this clearly well researched work. There is so much evidence that welsh and all its cognates clearly have a much more specific meaning.

It's business investment, so it's in new jobs and businesses. There is a lag, so its difficult to ultimately prove it. The job market is really tough in places, so I imagine already having an effect.
