They rolled their own database (MADAM) in COBOL / Assembly in 1980, wouldn't be surprised if they stored dates as integers and chose 1875 epoch. I assume they haven't finished replacing it with DB2, and even if they had, could've migrated those 0's over.

The Rust for Linux project organization is so odd to me. If it's truly just an experiment, why loop the subsystem maintainers in at all for what's happening in the rust/ folder? If the subsystem maintainers are interested, create a "subsystem [RUST]" section in MAINTAINERS. Otherwise, experiment!
