Let’s differentiate between policy and rhetoric. You can introduce anti-immigration policy (if you want to/feel you have to) without anti-immigration rhetoric. It’s absolutely doable. Policy only applies to incoming migrants. While rhetoric saws division & fear among existing members of society.
