I saw older photos before the rocks were placed. Looks like it was concrete directly under it. So gardens probably not gonna happen

The rocks was a huge miss though. If they wanted to homage WoM, they needed to do a flowerbed. Rocks just don’t make sense with the rest of the vibe.
