I’m a descendant of Senator Jacob Javits, who wrote the War Powers Act after the debacle in Viet Nam. It stemmed from the erosion of Congressional authority in times of War and peace. Congress over rode Nixon’s veto. I don’t think this Congress has the spine to invoke it today.
