The only way would be to conduct a thorough background check for candidates (not just criminal, but ethical and character as well, i.e. social posts, donations given and received, associations, backings, business dealings, etc), and have there be disqualifying circumstances.

That’s only about 1/4 the way there. What will he cut next? massive tax increase for poor and vulnerable citizens. Say bye to all the small businesses incentives and programs. Higher prices at the pump when they tax fuel. Higher social security taxes while they gut social security benefits, etc.
