I was finally able to get around the paywall, and my god is this dumb. Yes, we have the ability to capture carbon. However it is a far more intensive and expensive process than just regulating lower emissions with penalties for those who don't meet targets. Or just scrap the subsidies!

I think she needs to push harder with big vision projects. She's trying to keep too realistic with things. Something like a fully pedestrianized major street would be amazing. Maybe Kensington?
