I worry about that too, but we're in a hole. For whatever reasons, both Trudeau and Harper would not actually act to fund the army despite broad public support to do so. Now we're stuck playing catch up.

a theory I have is there's a finite number of charming politicians and skilled partisans in either camp, and they can only manage to win over the electorate at one level of government at a time. So when McGuinty/Wynne and Harper hit their best before dates, you saw migration to Trudeau & Ford teams.
