One of the considerations for employing the military in support of civilian authorities is the effect of the mission on military readiness. For all the talk of “restoring” “lethality” and “warrior ethos” we have the equivalent of a division whose “lethality” is being degraded on the border.

Yes. But this is typical of this administration. Set an arbitrary number without any analysis of which billets could and should be downgraded. If they did that, the number of 4-star billets could be reduced—but almost certainly not by 20%.

The reason the DOD civilian workforce has grown so large is because civilians now do many of the jobs service members used to do (like run mess halls and perform law enforcement operations). Guess who will do those things if those people go away?
