"Baseball" didn't ban Pete Rose from Hall of Fame election. The Hall of Fame itself (which isn't governed by MLB) enacted a rule barring those on MLB's permanently-ineligible list from appearing on any Hall of Fame ballot.

Andy Messersmith, and Dave McNally. But . . .
McNally went down with an injury that June, retired to his Montana auto dealerships, and agreed to join the grievance that August . . . only when Marvin Miller asked him as insurance in case Messersmith wavered.
Messersmith went the full distance.
