In a culture that places such importance on chain-of-command obedience, I expect that illegality is a distinction that gives scant comfort if you’re still stuck having to follow those orders from a commander-in-chief which are merely ill-advised, unethical, unscrupulous, or just plain stupid.

In fact, bringing some form of lèse-majesté charges for criticising administration officials is likely made even easier if the respondent isn't around to refute them. Ex-parte judgments are easier to get than when contested. Self exile doesn't solve much unless the move is intended to be permanent.
